Insult to injury: Phone fraud victims being offered bogus refunds in new scam, says RCMP

Fraud artists whose telephone scam was largely shut down by police overseas last fall are now contacting previous victims, trying to hook them again with offers of refunds for money already lost, according to the RCMP.
